What does a DC/DC converter do?

DC/DC converters are used when the available DC voltage needs to be converted into a different voltage, higher or lower, required by the load a DC/DC converter needs. Sometimes the voltages at input and output are even equal, because a galvanic separation is simply needed. DC/DC converters are also used when the non-stable voltage of a battery needs to be converted into a stable output voltage.
